What this quote is saying is that we must not accept the bad around us. We should make the bad "unpopular". When we experience bad things which are not right we have to act. We must say or do something to allow people to see it is bad. With the right or good things we have to make it known. Make it popular. We need to do this because it will make people see that the are right and wrong things.  We have to make the good popular because everyone follows one another. Usually people follow what is the popular thing. So if the popular thing is good and sound then everything will be good. That is what we need.
